Unless the health department -- or animal control -- has been back for a second visit, I believe that Yelp never updated Luisa's from its 2-week closure. One can understand they wouldn't be in a rush to update the status of a joint that's currently sporting a 2-1/2 star rating.
BTW, no one gets 2-1/2 stars (out of 5) on Yelp. The Donner Party, if it were a bistro, would have gotten at least 3. You get 1 star if you're open.
For the fun of it, here's the ratings breakdown:
1 star -- 43%
2 -- 6%
3 -- 12%
4 -- 23%
5 -- 13%
And, as more than one yelp review noted, many of 3-star ratings were negative yet resulted in a "passing" grade. Of course, Luisa's rating would drop to 2 stars if they allowed 0 stars or even negative stars, as other Yelpers noted.
